The United States gives a limited number of permanent resident visas each year to persons born in certain countries with low rates of immigration to the US. A lottery is held each year for these visas, and now is the time to submit your application, free of charge. Instructions can be found at http://travel.state.gov/pdf/DV_2013_instructions.pdf.

Applications for visas that will allow entry into the US beginning October 2012 are being accepted until 5 November, 2011. Persons born in the following countries are not eligible to apply: BANGLADESH, BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, ECUADOR, EL SALVADOR, GUATEMALA, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PERU, PHILIPPINES, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible.
